(International Braille Chess Association) and A.S.C.I.D. Date and Venue The championship will be held in 4 Star Hôtel Califfo, Cagliari, Italy from April 5th2019 (arrivals) until April 15th2019 (departures). 2. Organizers I.B.C.A. Payments Board and Lodging, IBCA Annual Fee Duration from April 5th evening (dinner included) till April 15th (breakfast included), full board (breakfast, lunch and dinner) Prices per person for the whole time (full board, 3 meals, water and wine included at meals, excursion included. (extras not included) WIFI free in all rooms and in play venue. Total price from April 5th to April 15th: In triple room: 650 Euros In double room: 680 Euros In single room: 880 Euros Booking and application deadline is March 25th. After that date, the organizer will not be able to provide accommodation for the participants. All delegations must deposit 100% of the total cost for hotel accommodation before March 25th 2019. Transportation from and to airport Organizers will provide transportation from and to Elmas Airport (distance 20 km) without any cost for all participants and guides. All delegations must send the flight details (date, time and flight number for arrival/departure) to the organizing committee before March 25. 6. Arbiters, Appeals Committee The chief arbiter and officials will be announced later. The members of the Appeals Committee will be chosen during the technical meeting. Complaints about the decisions of the chief arbiter or his assistants must be submitted in a written form to the chairman of the Appeals Committee within 30 minutes after the completion of the playing session (with a deposit of 50 Euros according to the FIDE rules). 8. Playing System and Rate of Play The championship will be played in 9 rounds Swiss System in accordance with FIDE regulations and IBCA rules. The playing time will be 120 minutes for 40 moves, followed by 60 minutes for each player for the rest of the game, max. 6 hours. 9. Final ranking of players The final ranking order of the players is determined by the number of points scored. The order of players who finish with the same number of players shall be determined by application of the following tie-breaking procedures in sequence, proceeding from (a), to (b), to (c) to (de) to (e) to the extent required. a) Buchholz Cut 1 b) Buchholz, the highest number wins c) Number of wins, the highest number wins (including forfeit) d) Sonneborn Berger e) In case of unplayed games for the calculation of (a) and (b) the current FIDE tournament rules using Virtual Opponent shall be applied 10. All players must have a FIDE ID delivered by their national federation. 11. Prizes Players placed first, second and third will be awarded respectively with gold, silver and bronze cups and medals. In case of a tie the final ranking will be decided in accordance with § No 9. It concerns also the prizes. The prizes will be awarded at the official closing ceremony. The players receive the prizes personally. Additional Competition Rules Players will be allowed to play only on braille chess sets. 1. Any player who arrives at the chessboard more than 30 minutes after the scheduled start of the session, shall lose the game. 2. Mobile phones and any kind of smart watch or smart pens are forbidden in the tournament hall. The player whose mobile phone rings or even buzzes will lose the game. 3. Analyzing is not allowed in the playing hall. 4. During the game the players are not allowed to go to the Analyzis room or to the Press room. 5. Flash photography is not allowed. 6. Only the players, volunteers, guides and arbiters will be allowed to the playing area. Exceptions will have to be decided by the Chief Arbiter. 7. As long as the game is in progress a player may only talk to an arbiter. He may talk to his opponent only as per the regulations of the Laws of Chess. If he needs help he should raise his hand. 8. All players have to play without assistance. Exceptions due to health problems are possible and have to be permitted by IBCA. All players are obliged to note their moves, either in Braille, on special large scoresheets, or with the help of voice recorders. 9. If a player has less than 10 minutes on the clock on both periods, he is not obliged to record the moves. Immediately after one flag has fallen the player must update his score sheet completely before moving a piece on the chessboard. 10. If the player, having the move, has less than 5 minutes left on his clock for the rest of the game, he may claim a draw before his flag falls.
